Managing Closed Landfills

Council currently manage three closed landfills in the shire, located in Clunes, Creswick, and Daylesford. Council is responsible for maintaining these sites, as well as undertaking environmental monitoring as per the Environmental Protection Authority Victoria (EPA) Act 2017. There are currently no operational landfills in Hepburn Shire.

The former Creswick landfill was licensed by the EPA and has it's own Aftercare Management Plan that is regularly monitored and audited. The Management Plan provides guidelines for site inspections, maintenance, and environmental monitoring that currently takes place every 6 months.

The Daylesford and Clunes former landfill sites were exempt from licensing by the EPA as they serviced populations smaller than 5,000 people. Because these two sites were unlicensed landfills, there is no official aftercare management plans or monitoring requirements. Council still conducts environmental monitoring of these sites to mitigate risk.

These monitoring results and the preparation Environmental Management Plan respond to Councils determination at the 3 September Council meeting and we are committed to ongoing environmental assessments which will also be publicly available.

Creswick

Daylesford

In 2024, Council engaged environmental auditors to review the monitoring results and monitoring event report for the Daylesford closed landfill site to identify possible risks, and form recommendations to manage this site in line with existing regulations. 

As per the Environmental Monitoring Report Review Daylesford 2024 listed above, Council is committed to prepare an Environmental Management Plan, which may identify the need for further testing i.e. landfill gases.

Clunes
